The U.S. Army Corps of Engineers Europe District lacked a records management program for more than 10 years causing a buildup of electronic records on its shared drives, an abundance of boxes in the basement of its headquarters building, and crammed file cabinets throughout offices. On February 23, more than 360 boxes of records were transferred to the Records Holding Area in Kaiserslautern, Germany, as part of a district-wide initiative that began in late 2008 to readdress records management.
